Related institutions within the government of Klungkung regency is facing difficulties in enforcing regulation against illegal villas holding only permit for residential, in the tourism area of Tegalbesar, Negari, Banjarangkan, Klungkung.

The government does not have legal reference to change permits of residential into commercial accommodation facility such as villa or home stay. In result, many violations taking place in the area will be difficult to control. Situation is potentially getting worse as the draft for zoning regulation does not classify Tegalbesar – Watu Klotok area as tourism area.

At the moment there are many residential houses operating as commercial villas or home stay in Tegalbesar. Those which hold permit for villas do not have operational licenses. The Regent of Klungkung Wayan Candra and his deputy Tjok Agung accompanied by a number of related officials have recently inspect the area. However no clear policy defined to anticipate the increasing number of violations in Tegalbesar and Klungkung Regency alike.

Confusion of the government of Klungkung Regency in finding adequate legal reference in transition between private residential into commercial villas has raised significant concern of local residents. They expect the government to take strict action as the such violation bringing negative impact into both environment and economy. “The impact is not only affecting the village but also the whole area”, village head of Nagari, Wayan Mudiartana told the press on Sunday, June 21st.

Only if the government is taking strict action in enforcing regulation, especially in relation to legal issues, developments could be properly controlled in relation to allocation and needs, without any negative impact to the people. Traditional village authority expects that private residences operating as commercial accommodation to get proper license for commercial operation. “Owners are prepared for this”, he said. That way their presence will bring financial contribution to both village and the government of Klungkung regency.

Regent Candra confirmed that his office is recording villas located in Tegalbesar including license they are currently holding.
