Problem of water since years ago tend to be more complicated. Between subak –villager organization for rice field water distribution- relate to their necessity for their rice field between Hotel, package Water Company and District Water Company according to the need of its customers.

In Tabanan, the water resource that once became critical stage problem was Gembrong water resource in Soka Village, Senganan, Penebel. Lately, the arrangement for taking water from Embung Telaga Tunjung by District Water Company is also becoming an issue for the local citizen of subak organization.

Gembrong water resource is used by subak Aya for 600 hectare rice-field irrigation. Pekaseh Gede Subak Aya I Made Riat said, four department of Subak Aya had used that water resources for such a long time. Before, he continued, there was conflict according to the water usage between Tabanan District Water Company with subak, but that problem finally can be solved. The only problem that is still remaining today, said Riat, is the dry season due to the rareness of water while on rainy season; subak regularly facing no problem at all.

Water distribution of Gembrong water resource has been regulated on Regent Reference Letter No. 11 years 2001, where 65 percents is taken by District Water Company while the remain 35 percents is belong to subak for irrigation. Admitted by the director of Tabanan Distric Water Company, IB Oka Sedana, that distribution is still valid until today and no trouble also with subak member.

For Embung Telaga Tunjung, said Oka Sedana, was Region Government project with fund support from central government. He said, there is a plan that half of the water resources will be utilized by the District Water Company. “Until today there is no rendition from the region government to this company,” he clarified.

About selling water to Nusa Dua, Oka Sedana denies it. While the Intelligence Department,Wirah Adnyana admitted that Tabanan District Company once sold water into Badung that was taken from Nyanyi water resource, Kediri. But the connecting pipe had been cut ten years ago, so there is no water selling anymore in Tabanan.

Besides household customer, Sedana declared that there is industrial service includes within it is water processing industry like Club and Duta. It is intended for tariff subsidy intersecting.
