The nature in Karangasem in fact become “toy” for the officials in that larva land. Just imagine that the forest territory that is considered as conservation forest in Region Bill can allowed any villa development on it. Moreover, that villa even has authorization proved by local institution of Karangasem.

The newest example is taken from Candidasa Villa development in the valley of Gumang Hill, Karangasem. That two floors villa has authorization to built (Izin Mendirikan Bangunan-IMB). Instead of the fact that Gumang Hill is considered as conservation area according to Regional Bill RDTR No. 8 years 2003 and Regional Bill RTRW No. 11 years 2000.

That thing was fitted with the Regional Investigator Institution’s finding when went to the Villa Candidasa location in the west slope of Gumang Hill, Banjar Samuh, Bugbug, Karangasem. This team was lead by the Head of Space and Infrastructure Area Institution, Ir. Ketut Sedana Merta, M.Si. villa that is belong to the Dutch investor named Hans Van Hamert has already had his authorization to built No. 90 years 2008 on September 15th, 2008 under the name I Wayan Gunarsa, Banjar Samuh citizen. That authorization is signed by the Head of Public Employment Institution, Ir. I Wayan Arnawa. At that time, the authorization to build is still in the hand of Integrated Public Employment Institution and not yet handled by Authorization Service Office. “I was shocked when one of the workers gave the laminating authorization sheet,” said one of the team members.

He shocked after saw the printed sheets in those two regional bills, that area in fact is a conservation area. On the map the space arrangement is considered as inseparable bill with regional RDTR of Candidasa tourism object includes within it is Gumang hill. On that map also mentioned that Gumang hill is conservation area. “But why the investor had the authorization is our biggest question.” He said confusedly.

That team also said that in the IMB –authorization to build – mentioned the area as dried out area but conservation here doesn’t mean as forest area but the area that protected the other neighborhood, as well as nature fortress, either mountain or hill area that has to maintain. Conservation also means area that cannot be shifted its function especially for physic building like house or hotel. This area also stand as protector for the area below it from water absorption and prevented land slide.

The head of Regional Development Institution, I Wayan Artha Dipa, S.H., M.H. that was contacted through telephone in Jakarta also shocked with the truth that Candidasa investor had the authorization already. He admitted that he knew nothing about that, how the IMB can be legalized. He confessed that he never gave any recommendation, never been invoked, neither asked for his written nor spoken opinion regarding to that IMB problem.

Public Relation Staff and Regional Secretariat Protocol of Karangasem, I Nyoman Suarjana also went to that villa location since he had documentation task. Suarjana met I W Gunarsa. He said that the villa is built in 60 are land and part of Bugbug village.
