Inspected by The Civil Service Police; Stop Villa Development at Gumang Hill in Amlapura

Abrupt Inspection was conducted by Civil Service Police led by the Head Office, I.B. Anom Suryadarma into the villa at the west slope of Gumang Hill. The villa which belongs to Dutch investor is known against the spatial law since it was built in a conservation area that is not for tourism purpose. Civil Service Police command to that investor stopped his villa development which has been impersonated for resident development.

Yesterday precisely on Thursday, December 3rd, the construction chief, I Wayan Gunarsa whose name also recorded as one of IMB applicant was nowhere to be found when abrupt inspection conducted. Civil Service Officers together with the officers from the Department of Tourism, Art and Culture merely found the constructions workers.

As has been reported before, several member of Karangasem DPRD – Regional Council – among them is Nyoman Sadra, B.A wandering why at the slope of Gumang hill been built multistory building. Whereas, as the board of LSM Lingkungan Hidup – Public Social Institution for environment – he knew that it was considered conservational area and for several occasions invited to discuss the draft for Regional Law related to the area of Candidasa and Gumang Hill which is not for any construction maintaining. Moreover the area is destined for conservation area in which its bottom or its foothills is considered as the pillar of this area with fortification function.

Greening

Though Gumang hill west slope area is not overgrown with dense forest but still has fortification function to protect that area from any building construction. In order to preserve that area green, plantation is the right way to make it more beautiful and become tourism asset for Candidasa.

That abrupt inspection involves several staff from Civil Services Police led directly by I.B. Anom Suryadarma also with Ni Putu Suartini as the officer from Tourism, Art and Culture Department together with I Gede Sandi, S.Hut., the officer of Karangasem Forestry Department. Suartini looks shocked with that building development that impersonating as resident development in its IMB.

Seen from its facility, it just similar with hotel ones since there was pool with clear water. The rooms in that two floor buildings are also wide enough. The investor just builds one unit of two floors building from his six units building plan development. Furthermore I.B Anom said that it was absurd if there is a house with pool and hotel facility. That villa sit on 60 acre land with five meters driveway access in width. Han van Asmurt rent it for 30 years.

Source from Bugbug people said that he, the investor spent around Rp 1.8 billion for land liberation and IMB. The contract value of that land reaches around Rp 1.2 billion.

Anom Suryadarma said that building development organizer, Gunarsa had stated that he will stopped that building development which in its south direction stand a fishermen temple whereas in its north precisely at the top of Gumang Hill, is where Gumang temple situated. In ngusaba gumang, comes once in two years that is in purnama kapat even-numbered years, thousand of Hindus from four villages pray to that big temple while bring pratima Ida Batara from those four village, Bugbug, Jasri, Bebandem and Ngis Manggis.
