Gianyar regent, Tjokorda Oka Artha Ardhana Sukawati alias Cok Ace finally ordered to the Gianyar PDAM management – Regional Water Company – raising their clean water service for the people in Manukaya Village, Tampaksiring District of Gianyar. That order becomes the sole solution to prevent long water’ fight dispute happened between people in Manukaya Village with Subak Kuta Atas and Kulu Bawah.

Cok Ace emphasized that decision when welcoming prajuru – officers – Subak Kulu Atas and Kulu Bawah, Tampaksiring Village together with the officers of Manukaya Village led by the head district of Tampaksiring AA Gde Agung in the Regent’s office on Wednesday, December 9th in the morning. The arrival of prajuru subak and prajuru from the two villages was to report the efforts conducted by Tripika Tampaksiring related to the solution of water fight dispute. The head district AA Gde Agung said that his party with prajuru desa and two subak officers had checked some of water sources especially in Bangketan, Manukaya.

“We also had explored the water sources on the land belong to I Tetep at Banjar Calo, Pupuan village, Tegallang District. But that water source belong to the citizen that has potential to be used as subak irrigation,” as affirmed by Gde Agung. But the owner of the land asked for compensation such as suwinih – water purchasing duty – Moreover, they also had checked the irrigation channels and it full of leak makes lot of water wasted away. But from the subak party itself judged as long as there are water lifting from the upper course for household consumption, at that time the irrigation water had threatened.

“Because of that we asked for some direction from our regent,” he said again. Reacting to that request, Cok Ace said that he will ordering Gianyar’s PDAM to raise their clean water service for the people in Manukaya and Tampaksiring territory. “PDAM should lift the water in the land belongs to I Tetep at Banjar Calo Pupuan to distribute it into Manukaya village. This is the best solving way since Gianyar government is not able to built new dam related to its budget weakness especially in 2010 expense,” explained Cok Ace. That water lifting is hoped could applicable in 2010. “This precisely is considered as commercial steps can be done by PDAM.”

Next time, people who consumed water, should buy it from PDAM,” he said. Before, this water fight disputing in Bangket territory, Manukaya between Banjar Manukaya Anyar people of Manukaya village with Subak Kulu Atas and Kulu Bawah of Tampaksiring village, Tampaksiring district of Gianyar becoming worse. It is caused by the people of Manukaya Anyar stopped their intention to take waer from Bangket water source and shifted to tanah laba of Dalem Manukaya Temple. But that replacement still cannot accepted by the subak party since that water source also utilize for irrigating their rice-field at subak Kulu Bawah.

It makes the settlement of this dispute under the management of Tampaksiring head district; AA Gde Agung still couldn’t find any correct solution. Water from Tukad Bangketan, Manukaya is part of irrigation water for those two subal. But from Banjar Manukaya Anyar party itself, since a long time had wanted for 1 liter/second from that water for their household needs. What wish by people in Manukaya Anyar is that Gianyar government could conducted Bangketan water sanction means project this year.
